they should all be charged with fail to stop and render aid. Unfotunatly this does not surprise me. They would much rather stand around and twidell their thumbs. If you look closely the poor guy is still moving his right foot.

WTF? Is everyone there so afraid they might get sued if they help him and he dies? So now they can get sued cause they didn't provide aide to the gentleman at all. It's a catch 22 situation. I myself wouldn't care, I would go do what I could regardless.
