I agree with Stripes, and jstacey928. Why were they so close, and why did have to shoot him. I'm also confused. Did they have tasers?

Looks more like the first officer on the left shot for the guys hand then went in for the apprehension when the second officer on the right shot the guy, possibly in the head. The second officer may have thought the suspect was shooting instead of the other officer, or maybe he thought the officer saw something that he didn't that warranted deadly force. Maybe you shouldn't shoot to disarm a suspect unless your partner knows your plan. Bad situation.

If you look closely it looks like he shot the suspect in the arm then when he went down he shot himself in the head

Why were they negociating so close. There would have been no time to react if the suicidal person had decided to shoot someone. Maybe he reacted to his right hand moving? Still seems unjustified.
