At first glance it seems like the subject is complying by putting down the rifle. The officer coming around the building sees an additional threat which is the firearm the subject is retrieving from his right back area.

Clearly not a real shooting. Like someone else mentioned, TRAINING VIDEO. Good thing it's training because you can bet the suspect's attorney would argue that he was reaching for the gun in his back pocket to "put the gun down" just like the officer was giving commands to do.

Not to be critical, but one officer holstered his firearm before removing the suspects firearm. Good shoot.
