At first glance it seems like the subject is complying by putting down the rifle. The officer coming around the building sees an additional threat which is the firearm the subject is retrieving from his right back area.

I wish if this were a training video, which it appears to be, it said and then told you what they were trying to teach. This leaves a lot of different angles to praise and complain about the shoot.
