Excessive weight Oily stains, discolorations

Handwritten address

No return address

Strange odor

Visual distractions

Lopsided or uneven envelope

Protruding wire / aluminum foil

Ticking Sound “Personal” or “Confidential”

Is the recipient / victim a likely target of attack?

2. Response to Credible Anthrax Threats / WMD Devices:

Isolate and secure immediate area around substance

Contact: FBI, EOD, Fire, and HazMat

If powder is not contained — cover if possible

Consider shutting down HVAC system

Have responsible party / building maintenance supervisor available to assist emergency responders

Coordinate appropriate evacuation plan
