I had such fast feedback that I decided to make another "what if" scenario. I promise that this one won't be so far fetched.

It's Friday afternoon, the sun is blazing, and all you can think about is why the AC in the patrol vehicle isn't working. Your partner is talking about his new K9 that he got the weekend before. Obviously he's a dog lover because of how he insists on telling you every single toy he's gotten for it.
As the afternoon continues, you notice that your partner is breaking out in what appears to be a heat rash. You ask him about it and he shrugs it off assuming the same thing. After circling the ball park where some kids are playing, you decide to grab some ice cold drinks to cool off. After you pull up to the little shop, your partner jumps out of the car and insists on getting the drinks while you wait. Not even 5 minutes later, you decide that the AC inside would cool you off so much faster than sitting out in the heat. You see a man about 30 run out of the store with a load of groceries on him. He throws his stuff into his car and is frantically trying to get the car started. Glancing inside, you see that the shopkeeper in crouched over your partner...What do you do?
I'll add some excitement after a few comments.
Wow, some of you really know your stuff. Others can’t just take it as is. I do appreciate all of the responses. One of you actually came extremely close to the ending in which I’m about to put on here. Congrats.

You find out later that your partner had an allergic reaction to the dog that he had just gotten and had collapsed due to both the reaction and the heat. The man who ran out of the store actually had just received a call from his wife saying that his baby was on the way at the hospital.

Make a good mental note of the suspect fleeing the store and a mental picture of his vehicle. Check inside to see if your partner needs assistance. If after questioning those inside, there is reason to believe that the fleeing person had comitted a crime, call dispatch and relay info including descriptive information of the suspect and vehicle and the direction the vehicle headed. Render assistance to your partner until an ambulance arrives.

All the above, I would also call it in, request EMS and backup, then clear the building before entering to render aid. The runner may be just exiting in fear and the situation, if there is one, may still be going on inside the store. Play it safe, don't just run in, you may be a second victim. Stay Safe

I agree with ODIN, but , WTF I'll bite, but Mywings2002, get out of here with that shit if your trying to be one of those idiots that is going to add bombs, boats and everything under the sink for an un-winable situation! Now: Put out a assistance call of an Officer down at my location, also requesting an anbulance! Then address the man in the vihicle trying to get the F outta dodge! Give the obligatory commands, while scanning for any additional suspects, and or any suspects in the store, perhaps this guy is fleeing in fear, and if his hands raise high he will have no problems! If he is only a witness, then he is detained and if I see any suspects in the store, I'm going in to assist my partner. Guns blazing if nessisary! I can only go off of the information you have supplied, so I have to assume that this guy running out of the store is responsable for my partner lying tits up! If not we will be able to get him on his way after the boys arrive and we're able to exclude his involvement! As long as this guy complies with my commands and I am able to get him into custody, all will go much better for him. I will position myself to keep an eye on the store so I can deal with any suspects exiting! As of what you have described I have more than enough proabable cause to believe that the man in the car has commited a crime, so he WILL be detained. If he fails to comply he will be dealt with appropriately. You have not given much information but, with what you have described, even if it is just my partner having heat stroke and the guy in the car needing to get milk home to his baby, I stall can only act on the information I have at the time of the incident, not what I learn later. Is there a baseball game on today, or only RENO 911? Keep your head on a swivel, and remember, Front Site Pressssss!

Okay all that has been said above seems pretty sound and like the right thing to do. To take note of the vehicle. Plates, model, color and whatever else. To call EMS and backup are a very wise thing to do and to go in safe and slow like jbmdivsvs said is good. However you have to remember that you partner appears to have a "heat rash" o maybe he had a heat stroke in the store because no gun shots where heard in the description and maybe the frantic customer is a coincidence and he just is in a hurry (wife is pregnant at home, forgot stove was still on at home, etc). I not a cop nor have i had experience but i am just throwing that out there.

or maybe your partner has a fedish for laying on floors of stores then tells the man thet came running out of the store that when he gets up by the count of 3 he is going to snap and shoot the first man with bags in his hands.

First call for back up and EMS "officer down". 2nd address the turd hauling balls out the doors felony take down and detain. 3rd observe what you can from the outside no hurry in making entry and getting downed to you are no help to your partner if you go down nor the back up when they arrive. Clear all the building you can from outside. when the first officer gets on scene then make entry and clear the building treat all as a suspect as of right now its not known what the ordeal is. After all suspects/ witnesses are detained get EMS in to your partner he might be a damn dog lover but he is your partner take care of him/her. MAIN THING STAY ALIVE WHAT GOOD ARE YOU DEAD !!!!!!!!!!

First run to your partner to see if he is able to respond, then throw your partner into the back of the squad car and get to the hospital. 2nd on your way to the hospital notify radio that your partner collapsed or other, and give flash info on the vehicle/occupant if it is apparent that he/she was attacked.

Make note of the running man and from a safe position demand to know what just happened. This subject 'probably' has nothing to do with it because of two bags of groceries BUT, head on swivel and protect yourself. If he yells there was a robbery then proceed with caution securing the 'witnesses' keys before entering the store looking for robber. Call it in. If he says he simply collapsed, grab his keys, call it in and still proceed with caution

I would go over the air with a description of the vehicle and the man driving it and ask for EMS. Than run inside and check on my partner. if they are ok I would get into my car and follow the vehicle. If my partner doesn't want me to leave I would stay.

My partner and I have talked about what we should do in different situations. We're both aggresive officers so we always want to get the offender.

Shoot the guy running out of the store carrying the groceries. If it is so hot you are worried about your AC not working and he is running, he wants to die anyway. Run into the store, yell "FREEZE" to everyone else. If the clerk moves, plug him too, it is obvious that it is an inside job, otherwise he would still be behind the counter yelling at your partner to pay for the drinks. Do nothing for your partner because he has some type of disease all over his body and you don't want to catch it.

...or you could just call your sergeant.
