I say Huntington Beach or Newport Beach in SoCal are paradise.

Kaua'i beaches, although not all sandy, are sweet.

There is also a wonderful beach in Izmir, Turkey I've been to. You can walk out about a quarter mile and still be in waist deep water. And, the water is bathtub warm.
