The other day I wad driving down the street and I saw this guy in front of a corner market with  a HUGE sign that said "Meth Pipes for Sale"


 


I thought he was selling them in the parking lot and I thought it was bold.  I went home and called the store and said...what is going on out there?  I  got put on hold and then disconnected.  Everytime I tried to call back, it rang and rang.  (Strange for a business)  I could not get it off my mind so I went to the store.  I live in a neighbor 'hood' that is considered a bit low-end and colorful.  I marched in there and asked what was going on and if he had talked to the gentlemen (who was gone) and was assured that the owner and the manager was called, ect.  The guy didn't have that great of English, but he understood my rant of being a mother in the neighborhood and I wasn't gonna stand for it.  Then after talking to several people, they brought it to my attention that the guy was actually probably protesting the store!  They go on to tell me you can buy meth pipes at almost every corner market and they disguise them as vases and put flowers in them, but they have holes.  As I was leaving the store, I did notice that there was a small glass case full of pipes, but having never seen a meth pipe, I did not notice at the time.


 


so, ironically, it is the market selling the meth pipes.  My question is this: is it legal to sell meth pipes in Oregon?  I am about to bring a media storm to this (at least try my hardest!) and was wondering what kind of law I have on my side re: selling glass meth pipes by convenience stores.   I figure there isn't much, and probably won't get a response from any p.o. 'cause there is no $$$$.  Thanks for your insight.

You posted this twice. Call your local cop shop. My area has head shops that sell pipes, alligator clips for weed. I have no idea what the law is in my area. Please relax and don't take it upon yourself. You may bite off a little more than you want. Calls the police and post their comments. I am curious.

Until you can prove otherwise (residue, etc) it is simply a glass pipe. If it is being sold at a smoke shop well then you know (or should know) what you are dealing with. The law varies from state to state. If you think it is illegal the best you can do is contact your local PD.

is it a problem that it got posted 2x?  I thought this was a police forum in OR and there were OR cops on here.  I will call but have a suspicion about the 'cleanliness' and all because the head shops probably sell them too.

Google city ordinances in your city and read for yourself. I am so curious so please follow up. Stay away from the place as they can sign a complaint against you if you are causing problems. You need to relax. Since you are a brand new member officers on this site from your community may not want to become involved.

Those pipes and hookahs and all the other parafanalia is all legal til you put something illegal in it.  In Ny I see Hookah bars popping up all over the place.  Most of that stuff is sold for tobacco use.  Of course we all know what happens when it leaves the store.  At least in most cases.  I do know people who do use them for smoking tobacco legitamately.


Have ASP will travel.

Justice is the one thing you should always find, you gotta saddle up your boys you gotta draw a hard line.

When the gun smoke settles we'll sing a victory tune and we'll all meet back at the local saloon.

Call your local Police Agency and let them handle it. Like it's been stated, it's not illegal to sell glass tube, ceramic pipes, fancy alligator clips, large "water bong" type pipes or even electronic scales. What it is used for after it leaves the store is another matter. Advertising "Meth Pipes for Sale" might be an issue, but not one you are able to handle. Let the Law Enforcement in your jurisdiction determine that.

Yes, check with your local PD who already knows all about it. LEOs here have your safety in mind.  Be careful about assigning yourself the job of a one-woman vigilante force against a perfectly legal enterprise.  You don't want to have a group wishing someone would bop you on the soup cooler.


Let the police handle anything illegal.  That's what you pay for!

Soup cooler?  Absoluetely splendid.  Ill be using that in the near future.

Good luck in your endeavors, but does "Don Quixote" mean anything to you????  EVERYBODY knows what those little pipes are used for, but unfortunately, but the law just isn't written to be on "our side". . . .if there is a side to this.  My question though pertains to your statement, ". . . .probably won't get a response from any p.o. 'cause there is not $$$$."  Does the "p.o." stand for "police officer"?  If it does, what are you getting at by saying there is not "$$$$"?  You wouldn't be trying to say that because there is no money in it, that a police officer wouldn't do anything about it. . . .or respond to it?

what I meant when I said no $$$ and po ~ meant no Police Officer because I don't know if you follow budget in our county, Lane...but we have no $$ for police or any other emergency services.  People have denied to pass legislation for so long to fund it now, there is nothing for the Sherrif's department and all the jails are closing down beds.  I believe there are something like 26 beds left and the last few months they let people go every week.  One guy robbed a bank 40minutes after release.  Also there has been some violent offenders let go.  I appreciate all the candor folks, but I am happy to bring attention via media to this problem.  I will call the EPD and I will let you all know what they say.  Not that I don't think they wouldn't want to help, just that their hands will be financially tied.

I guess I'm confused. Did I miss something about $$$ preventing officers from checking the complaint? If you have a legitimate complaint and contact the EPD for the complaint, what would finances have to do with them responding? Do they still have an active Department? Anytime there is a complaint made requesting an Officer response, typically the Law Enforcement Agency will dispatch someone to check on it, regardless of how bad their budget is. A few of our smaller departments (outside the city) only have one or two officers working at a time. If need be, they will contact the County, State Patrol or another township for mutual aid.

Agree 100%, ajs. I was confused about the not having money for officers to respond to the complaint. According to the underlined part, it would imply there is no police or emergency services at all in that town/village/city.

nogmo...I am also from Eugene...Yes it is legal to sell the pipes as long as they do not have any drugs in them. They are considered "Art". There is nothing that the EPD can do about it. Also yes the LEOs here Lane are going threw budget cuts BUT that doesn't mean that they don't respond to the call. But things are on a priority chart..with life threating and crimal at the highest. I suspect that they will refer you to the "9 logs" which is a non-criminal reporting department at the EPD.


And to clerify as most members here know..I am not a Police Officer. Deputy, or Correctional Officer for the City of Eugene, Lane County or any other state. I was a Marine Military Police Officer who was born and raised here in Eugene.


I hope this answears your question.

As am I.  I also wounder if the OP is new to the area, because I always remember seeing such things as a grew up in a lot of stores in the local areas. It is nothing new here. And to add to that, there is no real "hood" around here.

When I inspect glass manufacturing companies, gas stations, convenience stores or mom & pop stores in Oregon they all sell glass pipes, bongs, etc...The thing that would bother me is someone advertising meth pipes for sale.

I believe that most likely any legitamite store would not want the kind of attention putting that sign in their store would attract, the OP stated there was a person with a sign.  Most likely a trouble maker or maybe someone trying to prove a point.

Also OP a word of advice from one local to another, if your main problem here is that you don't want you children around drugs or related things then I would sugest taking your busness else where.  Eugene is not that big of a city. Take you shopping to larger food stores such as Safeway, Albertsons, Windco and Walmart.

The OP did state she observed it while driving down the street.  Nothing wrong with a concerned citizen making an observation.  Who knows what the guy with the sign was up too.  I doubt he was selling meth pipes, he most likely had a bone to pick with the establishment.  At least that would be my guess.  And a guess is all I can offer.  An officer should get dispateched to a call like that.  If there was an arguement between the guy holding the sign and the proprieter it could get violent or worse...

right and i am not argueing that point bro lol.  Im just saying I am from the same city...this place is the hippie capitol of the world.  I have a good idea of what area she is refering to and to be totally honest it is nothing knew for this city.  We are talking about the same city who worked with, maid compromises, and shelled out millions of $'s to help accomodate the occupy movement. Not to mention that in mayor maid it LEGAL for anyone in the occupy area to posses and openly use illegal drugs and the cops assinged to the area where not alowed to make any arrests.

Yuck,  sounds like what NY is becoming.  Thats why I am finishing up here and moving out of this blue state and taking my money to a red state.  Get myself a new LEO job.  Anyone got need for a 20 year vet with 13 years of experience in an investigative position in a bout 6 years.

While I do not condone the selling of such pipes for puposes of drug use, a store can sell them all day long.  In this situation, I  would not get involved unless I saw a crime being committed.  I would certainly not go into the store and ask "what is going on here".  It is not the business of a civilian, but the business of a Law Enforcement Officer to handle.


I think Tank gave you the best advice.. take your business elsewhere. Think about your safety.
