Your guess is as good as mine but so as to answer your question I Googled the publisher 'compete.com, that's the name of the company at the bottom of the graph. When I got to their website I clicked on FAQ's and here is what I got,

Throughout 2008 and 2009 Policelink had a lot more activity than both of the other sites. Then summer 2009, there was some 'restructuring' here at PL which caused the spike. Folks left in small numbers to join the other sites, hence the shift in activity levels. However, PL is still the best site of the three in my opinion.
