I am looking for any information on why anybodies department stopped wearing polyester uniforms or why they went to something else.  I am in the process of typing a report to try and convince my city administrators to change our uniforms.  Any help would be great.

Many reasons...In my opinion the first concern is for officer safety during car fire/ house fire rescue. Cotton clothing, as well as cotton underwear, will save ALOT of pain and scarring. Synthetic is not even allowed for electricians in most large manufacturing facilities any longer, why wouldn't  a LEO be given the same advantage in similar situations?  The opposite of this argument is in cold weather as 'cotton kills' as per the army survival guide.

Cooler in Summer, heat stroke prevention. Easily torn , good point when attempting to free yourself during an altercation as most synthetic materials are rip stop and hard to tear free of.

GET AWAY FROM SYNTHETIC... I'll bet that you'll even find many biological reasons as well, but I can't speak to any factual information on that matter. Just my opinions Hope they help.
