See there is/was a member or two from this agency (DC Protective Services Police) on the board; if so, can they or anyone else shed some light on the recent surge in announcements; general information about the department: shifts, morale, equipment, opportunities and the like.


Did quite a bit of searching via here, a few other LEO sites and yes Google but came up with scant few details.

I'm an ex-MPDC officer and I think the agency you're referring to is the Executive Protective Service. A brief description:


"Executive Protective Service, the uniformed force of 850 officers assigned to protect the White House, Blair House and 114 diplomatic missions in the Washington area." They are also known as the White House Police, but are really the uniformed division of the US Secret Service.

I personally have never heard of the "DC Protective Services Police." Now the agency that protects many of the government office buildings is the Federal Protective Service.

Thanks for the insight but the agency in question is one of DC Government origin and is called the DC Protective Services Police; they are somewhat independent though they fall under the DC General Services (similar to how FPS at one time fell under GSA Building Services). I know who USSS UD is, no affront but they just got a change for their Scout Cars and lost the gold “security stripe” on their uniforms. Know quite a few UD folks but DCPS is who I was looking for 411 on.
 
When DC got home rule in the late 70’s buildings that were ceded to DC from Uncle Sam came under the cities jurisdiction and authority, as did some GSA Cops (FPS) who were sent along (possibly willingly to DCPS). Not building or door guards by any means, as they are full service LEOs with full authority and all that jazz. Being they just posted for Sergeants and Captains, I wanted to see if any current members could shed light on where the agency is going: right direction, details and the like.
 
DCPS is a full service law enforcement agency that is separate from DC Police in that they provide protection for DC facilities and personnel, while MPDC is running the streets doing the traditional cop in the trenches work. Got some answers already on another board but when I searched here, I saw some members registered as employees there, even the Deputy Chief of Police.
 
Heres what I learned already: as noted, fully certified and covered LEOs, presently going to a Maryland Academy (which serves them double benefit as they work DC but can part-time in MD or transfer over if they elect), about 80 officers with an authorized strength of 300 or so, most stay till then retire, used to “piggy back on MPDC” but are their own entity, work more than doors and buildings in the city and are expanding their role and mission with a pending DC Code change.
 
Anyway, in the end of all this I am looking to learn from any current or former (though I learned that most stay the full 20) officers about DCPS.

CONTRARY TO WHAT ANY DC PROTECTIVE SERVICES OFFICER SAYS, THEY ARE NOT POLICE OFFICERS. IF YOU LOOK AT THIER JOB CLASSIFICATION THEY ARE LISTED AS PROTECTIVE SERVICES OFFICERS NOT POLICE OFFICERS BECAUSE DC LAW OR THE DCMR DOES NOT RECOGNIZE THEM AS POLICE OFFICERS OR POLICE DEPARTMENT, ALSO THEY ARE REQUIRED TO MAINTAIN A SPECIAL POLICE COMMISSION JUST LIKE AN SPO FOR WACKENHUT SECURITY. I HAVE SPOKEN WITH A HIGH RANKING OFFICIAL FROM DC PROTECTIVE SERVICES WHO IS ALSO A RETIRED MPD OFFICER HE STATED AND I QUOTE " IF I CATCH ONE OF MY OFFICERS CARRYING A GUN OFF DUTY, I WILL HAVE HIS JOB AND BRING HE/SHE UP ON CHARGES" HE STATED THAT THEY ARE SPO'S ANDT HE ONLY WAY HE CAN EVEN CARRY OFF DUTY IS WITH HIS RETIRED MPD CREDENTIALS.


THE UNIVERSITY OF DC CLASSIFIES THIER OFFICERS AS 0083 POLICE OFFICERS IN THIER JOB ANNOUNCEMENTS AND EVEN WITH BEING CLASSIFIED AS POLICE OFFICERS THE DISTRICT STILL DOES NOT RECOGNIZE THEM AS FULL TIME POLICE OFFICERS SO THEY MUST OBTAIN SPECIAL POLICE COMMISSIONS ALSO, EVEN THOUGH THIER OFFICIAL TITLE IS POLICE OFFICER.


ITS LIKE BIG BROTHER DC GOVERNMENT SAID TO DC PROTECTIVE SERVICES HEY, TO ACCOMPLISH THE MISSION OF PROTECTING OUR BUILDINGS AND STAFF WE WILL ALLOW YOU TO PLAY POLICE FOR 8 HOURS A DAY. NOW YOU ARE ONLY SPECIAL POLICE OFFICERS BUT AS LONG AS THE PUBLIC THINKS YOU ARE THE POLICE YOU CAN EFECTIVELY PROTECT OUR ASSETS. SO FOR THE VISUAL EFFECT WE WILL ALLOW YOU TO PUT POLICE ON YOUR CARS,PATCHES, AND BADGES.


I HAVE ALSO INQUIRED WITH MPDC CHIEF LANIER ABOUT DCPS STATUS AND SHE EFFECTIVELY STATED THAT THEY ARE SPECIAL POLICE OFFICERS WITH POLICE POWERS WHILE ON DUTY ONLY AND ARE NOT FULL TIME LAW ENFORCEMENT OFFICERS AND THAT THEY DO NOT HAVE THE AUTHORITY TO CARRY,TRANPORT OR POSSES A FIREARM ON THEIR PERSON OR OTHERWISE WHEN IN AN OFF DUTY STATUS.

 IF THAT IS THE CASE THEN THE JOB ANNOUNCEMENT CURRENTLY ON DC. GOV DCHR SITE WOULD NOT CLASSIFY THE POSITION AS PROTECTIVE SERVICES OFFICER AND NOT POLICE OFFICER. ALSO IT STATES YOU MUST MAINTAIN A COMMISSION. NOW TELL ME ANOTHER POLICE OFFICER OR DEPARTMENT THAT MUST MAINTAIN A SPECIAL POLICE COMMISSION IN THE DISTRICT BESIDES SPO'S?


ALSO SHOW OR TELL ME WHER I CAN FINDE IN THE GENERAL ORDERS THAT CANNOT SUPERCEDE DCMR OR DC LAW , STATES THAT PROTECTIVE SERVICES OFFICERS ARE FULL TIME SWORN POLICE OFFICERS. MOST OF THE DEPARTMENT HAVE NOT EVEN BEEN THRU A POLICE ACADEMY. JUST THE 40 HOUR SPO COURSE. I KNOW THIS FOR A FACT BECAUSE I KNOW SEVERAL GRADE 6 PATROL OFFICERS THAT HAVE NOT BEEN THRU A POLICE ACADEMY, YET THEY ARE ON THE PATROL SIDE OF PROTECIVE SERVICES.


AND YES I KNOW LOU CANNON EVEN BEFORE HIM JOINING PROTECTIVE SERVICES AND I HAVE PERSONALLY SPOKEN WITH HIM AND YES HE SAID HE IS TRYING TO GET SOME THINGS CHANGED TO MAKE THEM FULL TIME POLICE OFFICERS BUT THE LEGISLATION HAS NOT BEEN PASSED AS OF YET.


ALSO WHY WOULD THE CITY COUNCIL HAS TO VOTE ON NEW LEGISLATION IN THE DISTRICT AND THERE HAS BEEN NO MENTION ON ANY CITY COUNCIL SITE OF ANYTHING BEING PASSED TO CLASSIFY PSD OFFICERS AS POLICE OFFICERS. ALSO ALOT OF THE OFFICERS ARE JUST GETTING DC CODE.


AGAIN MPD DOES NOT EVEN RECOGNIZE PSD AS POLICE OFFICER AND CHIEF CATHY LANIER STATED AND I QUOTE THEY ARE NOT POLICE OFFICERS.. THE ONLY POLICE OFFICERS IN DC FOR THE DC GOVERNMENT IS MPD AND THE " SWORN" MEMBERS OF DCHA POLICE.


THERE IS NOTHING TO BE DISGRUNTLED ABOUT AND I DONT KNOW WHO CEPUTO IS BUT I DO KNOW THAT I HAVE DONE MY HOMEWORK ABOUT THIS AGENCY BECAUSE I WAS GONNA APPLY AND I SPOKE WITH A LT. AND A COMMANDER, AND AN INVESTIGATOR FOR PSD AND THEY ALL STATED YES WE HAVE TO CARRY AN SPO'S COMMISSION. THEY SAID HOPEFULLY THAT WILL CHANGE ONEDAY BUT IT DOESNT LOOK LIKE IT WILL HAPPEN ANYTIME SOON. I THEN INQUIRED WITH MPD DOWN AT THE POLICE ACADEMY AND WAS TOLD BY THIER DIRECTOR OF TRAINING THAT PSD OFFICERS ARE NOT POLICE OFFICERS AND HE SAID IF I AM GOING TO LEAVE MY AGENCY TO COME AND BE THE REAL DC POLICE AND WE BOTH LAUGHED......


BUT I UNDERSTAND PSD WANTING TO GET THE STATUS OF A FULL FLEDGED POLICE DEPARTMENT, HOPEFULLY IT WILL HAPPEN ONEDAY.

I HEAR EVERYTHING YOU ARE SAYING AND AGAIN IT STATES THEY MUST HAVE A COMMISSION TO CARRY A FIREARM , SOMETHING DONE BY NO OTHER LAW ENFORCEMENT AGENCY IN THE DISTRICT. IT IS NOT A REQUIREMENT FOR A POLICE OFFICER TO CARRY A COMMISSION FOR HIS SIDEARM, HIS CREDS ARE GOOD ENOUGH.


I HAVE NO AXE TO GRIND BECAUSE AS A FEDERAL POLICE OFFICER I CAN CARRY MY SIDEARM ON PLANES, TRAINS, METRO AND IN ANY COURT HOUSE EVEN IN MARYLAND, DC, AND VA IN WHICH I HAVE DONE ALL OF THE ABOVE.


NOW I CHALLENGE A PSD OFFICER TO TRY THE ABOVE EXCLUDING THE DC COURTHOUSE AND I PROMISE THIER DAY WOULD BE RUINED. SO I AM NOT DOWNING PSD IN NO WAY FORM OR FASHION, YES EVERYONE AT PSD ACTS LIKE LOU CANNON IS THIER SAVIOR AND WILL MAKE ALL THE RED TAPE GO AWAY AND THAT IS NOT THE CASE. I HAVE DONE MY RESEARCH AND AGAIN YES THE MAYOR HAS SOME AUTHORITY BUT NOTHING IS PASSED IN THE DISTRICT WITHOUT COUNCIL REVIEW AND VOTING. PROOF IS HE GAVE ALL THOSE CONTRACTS AWAY IN THE DISTRICT WITHOUT THE COUNCIL VOTE AND THEY OVER RODE HIM AND STOP EVERYTHING. HIS POWER IS NOT ABSOLUTE AND MEANS NOTHING WITHOUT COUNCIL VOTING AND PASSING THE LEGISLATION IN QUESTION.


SEE THE THING IS I KNOW THESE THINGS BECAUSE OF THE FACT I HAD BEEN A DC GOVERNMENT EMPLOYEE AT DC GENERAL WHERE WE WERE CLASSIFIED AS 0083 POLICE OFFICERS BEFORE THE HOSPITAL CLOSED EVEN THOUGH WE CARRIED SPO COMMISSIONS ALSO MANY OF THE PEOPLE I WORKED WITH AT DC GENERAL ARE STILL WITH PSD AND I KEEP IN CONTACT WITH THEM ON A REGULAR, ALSO I WORKED AT UDC WHERE THEY ARE STILL CLASSIFIED AS 0083 POLICE OFFICERS EVEN THOUGHT THEY CARRY SPO COMMISSIONS.


ALSO I HAVE SEEN PSD OFFICERS GO TO S.O.M.B. AND GET THIER COMMISSIONS SO THE PROOF IS IN THE PUDDING, I GUESS YOU WOULD SAY DONT BELIEVE YOUR LYING EYES. AGAIN BEFORE I BECAME A FEDERAL POLICE OFFICER FOR THE D.O.D. I APPLIED FOR PSD AND IN MY INTERVIEW THEY TOLD ME I HAD TO GET AND MAINTAIN A VALID SPO COMMISSION DURING MY TENURE WITH PSD, AND I TOLD THEM I ALREADY HAVE AN ARMED SPO COMMISSION FROM MY PART TIME JOB AND HEY SAID WELL I WOULD ONLY HAVE TO TRANSFER IT TO PSD.


AND AS TO THE RADIO, EVEN THE SPO'S NOT THE SWORN OFFICERS BUT THE SPO'S FOR DCHA TRANSMIT ON THE MPD FREQUENCY AND THE DO SO BY USING A H NUMBER, I KNOW BECAUSE I HAVE FRIENDS THERE TOO. TO SAY THE LEAST I HAVE NOTHING AGAINST PSD BECAUSE I WAS GOING TO JOIN THEM AT ONE TIME, UNTIL I FOUND OUT IN MY INTERVIEW THAT I WAS GOING TO BE REQUIRED TO GET AN SPO COMMISSION TO AUTHORIZE ME TO CARRY A FIREARM.


ALSO IF YOU GO TO WASHINGTON HOSPITAL CENTER YOU WILL SEE THAT THIER BADGES AND CREDENTIALS SAY WASHINGTON HOSPITAL CENTER POLICE. AND IT SAYS POLICE OFFICER ON THE CREDS FOR JOB TITLE AND THEY CARRY SPO COMMISSIONS ALSO.


JUST STATING THE OBVIOUS. BEST WISHES TO PSD, NOTHING AGAINST YOU ALL BECAUSE YOU ALL DO MAKE GOOD MONEY, JUST ALOT OF CONTROVERSY AS TO THE STATUS OF THE DEPARTMENT.

 As someone who worked for PSPD before Lou Cannon and now under Lou Cannon, I can tell you that PSPD is a COMPLETELY DIFFERENT agency now than it was just one year ago. Lou Cannon has somehow managed to make incredible progress in just a year and a half in professionalizing the agency and re-focusing the agency on it's law enforcement mission, which in turn is used as a primary tool in PSPD's primary mission of ensuring continuity of District Government. 


With that said, if Lou Cannon has managed to effect this much change in one year, I have high hopes with what the next year will bring.


PSPD is a growing, progressive Law Enforcement Agency. It's members perform real police work and are a critical compenent of public safety in the District.


I am proud to be PSPD. One PSPD, One Mission.

The District of Columbia Protective Services Division (PSD), is the police force responsible for law enforcement activities and physical security of all properties owned, leased or otherwise under the control of the Government of the District of Columbia.


The DC Protective Services Police Department was officially created in 1973, when the Government of the District of Columbia was granted Home Rule from the US Congress. At that time, officers from the Federal Protective Service (FPS) were transferred to the DC Protective Service and given the responsibility for areas designated as under the control of the local government.

 Yes, sworn members of PSPD are police officers, who perform a full range of police functions throughout the District of Columbia on a daily basis. Unfortunately there are a number of naysayers (like the previous poster) who like to spread disinformation regarding PSPD around the internet to further their own agenda.
