There are animal regulation officers throughout every jurisdiction in So Cal. However, they are usually paid well below that of an officer. If your talking about a department like New York has, the one on the Animal Planet television show. I don't know of anything like that around Southern California. The LAPD has an animal cruelty task force made up of a few officers and detectives. They work closely with the citys animal regulation department.
