This information was disseminated to LASD personnel recently, some of you may have not received this information...so I am passing it on to LEO personnel only.

 
 
 
Gentlemen:

I obtained the following update from Steve Mescan, Pittsburgh SWAT, today:


Subsequent to forensics, review of the scene, and suspect's own statement (some of this info was made public in their local media), here is additional information:



  • Suspect was discharged from the marine corps and is unemployed

  • The argument causing the 911 call by suspect's mother was reference his dog urinating in the hallway

  • The following weapons were found inside the residence: 1- AK47, 1- 22 long rifle, 11- 12 gauge shotgun, 2 - semi-auto pistols (either  9 mm or 40 cal).

  • Suspect is a survivalist and stockpiled ammunition for all these weapons.

  • Suspect's mother advised the 911 operator of the weapons.  The 911 operator did not advise responding officers of this information (this is now public)

  • The first responding officer to the DV went inside the residence about 3-4 paces while the second responding officer was approaching when the suspect shot the first officer in the face with a 12 gauge shotgun, not with his AK47 as originally thought.

  • The suspect staggered 00 buck and slug rounds in the shotgun

  • Second officer immediately aggressed the suspect, engaging him in a firefight and possibly causing some of the suspect's minor injuries.  Suspect killed this officer

  • The suspect did not have a vest on at this time; however, he immediately retrieved it from his stockpile/secured room, put it on, obtained his AK47, and shot the second officer again with the AK47

  • The third officer was going home, heard the event on the radio, responded and exchanged gunfire with the suspect until he was put down

  • Steve Mescan, first SWAT responder, and several uniform officers obtained vests from the medics (they have vests for their medics), lined the medic with the vests and did a moving ad-hoc rescue team to retrieve the third officer downed

  • The suspect was checking the rear of his residence and was not aware this was going on in the front. He advised he was disappointed he did not know this

  • The officer was placed inside the ambulance and removed

  • The BEAR arrived with 3-4 SWAT officers and moved to rescue second downed officer.  One officer was armed with a .308 inside the BEAR, the others had M4s with 4 magazines each.  All emptied out (approximately 600-700 rounds fired), while the suspect was shooting his AK47 at the BEAR, which is struck numerous times at about 20 yards

  • The BEAR pushed the two marked units and the officers unmarked vehicle out of the way to attempt to get to the second officer

  • SWAT personnel could also visually see that the two downed officers remaining could not be helped; hence, they then focused their attention on the suspect

  • Suspect spoke to the dispatcher and said he would surrender while still firing.  He hung up and received a call from a creditor reference his credit card.  He advised them that he is in the midst of a firefight with police

  • Negotiators were able to secure the phone line and speak to him.  He advised he would surrender

  • SWAT personnel see him laying down inside the residence unarmed, approach and call him out.  Suspect complies.

  • Suspect did not have significant injuries. Some thru-and-thru wounds along with blunt trauma in torso from the rounds' impacts.  Appears he may have upgraded his vest to withstand rifle caliber.  He also had a wound on his hip, possibly from a .308 hit

  • Suspect was disappointed when he was advised that there would be 3 murder-related charges. He thought that there would be more as he stated that he also knew he killed two more in the "SWAT Van" not realizing it was the BEAR

Pittsburgh officers are doing as well as can be expected.  Kevan Dugan, Pa. State Police, covered for them until 11 AM Monday.

Sad Sad day.  I do hope that the dispatcher is severly disciplined. 


Say what you will but I am old school, shoot at police visit morgue!  It's the proper outcome in my book!
