With little or no training, and no authority, they are nothing but vigilantes.  With adquate training and good liason to law enforcement, they become a valuable asset in reporting and reducing crime.  If a Guardian Angel intervenes in a crime in progress, they need to remember that they are only a concerned citizen and that all the laws apply to their actions.  Used properly, they are a good deterent, like a solid neighborhood watch group.
