Poll: Who serves your narcotics search warrants?

OK everyone.  I am looking for opinions on the service of narcotics warrants.  Are we balancing the need to recover evidence and make a case with the safety of the oficers executing the warrant?  Are you using your SWAT officers to serve the warrant (pros and cons)?  Is the entry a hostage rescue for a couple bags of weed?

very interesting question for a first post.  however, you wont be allowed to view any responses until you are certified.  so i guess right now i am actually talking to myself.  but i will answer since this is LEO only.

What l mean by the statement "hostage rescue for a few bags of weed" is that often times we are using tactics reserved for hostage rescues for nothing more then small amounts of dope.  Flash bangs, shotgun breaching, and dymanic entries for some dope.  I went to a class once and the instructor had us stand up and tell how much narcotics is worth one of our officers getting hurt over.  We take risks for preservation of life but for drugs?  Not saying whats right or wrong...as a team leader it just made me think.

my drug unit did all their raids themselves. We used SWAT only when there was a imminent threat. that is the only time you should use SWAt. If your using your teams to supplement the drug guys that is a incredible waste of SWAT officers. and we never flashed it or did a breach for dope. Only if there was a really high probability of danger.

I have to agree with that. Without clear evidence that the location is HOTand some reason to feel the subject you want is going to lead you to something else I don't see a good reason to deploy SWAT to cover the raid.

Every set of circumstances is going to be different.  If you are at a warrant stage, you probably have done your homework on the loc and target.  You have hopefully sat on the place and are aware of their basic activity.  If there is a need for a tactical team due to weapons or violence history, then use them.  If not, contain and call/door knock with a team of sufficient personnel.  The days of busting a door in to save a flush of some dope is far outweighed by the safety of our officers. 


Think smart, plan ahead, work together...we're going home tonight!

We are used on all felony warrants...period. The preservation of evidence is a secondary consideration to officer safety.


We will not use distractionary devices if we are running on a meth lab, due to the possibility/probability of flamable chemicals, vapors and lower explosive levels.

We complete a search warrant risk assessment sheet which assigns a score yo the target location.  Our SERT team has to be consulted if their is even a minimal risk factor; if it scores with a moderate risk then our tac team is serving it.

My team assists the narcs on all "high risk" narcotics warrant.s.  If guns and drugs are suspected, or if gang members are involved, we go through the door and the narcs do the search.  If there is any question at all, my SWAT team makes the entry.

For the most part, Houston PD performs the majority of SWAT level call outs, for HPD itself, for Harris County SO, and for Harris County Constables Precincts.  However, one of our precincts does have an on call SRT that is used for the purpose of narcotics and vice warrants...however, it isnt used regularly, HPD are the big dogs in the Houston area as a whole. 


We have also had HPD SWAT perform entry on the highest risk warrant that I have seen since being a deputy....they performed the entry, we came in after them took custody of the "patient" and executed the warrant officially.  Ill say one thing for HPD, when we call them...they come a runnin.
