why is there still so much of a lag since 9-11 with Info sharing across agencies?

My question is when people are finger printed when they're locked up and they're processed into either Jail or Prison is DNA taken from them? IE AFIS is a fingerprint database (obviously) but is there a DNA database for all people booked? My suggestion is to make a database make it nationwide.

Secondary question why is information sharing between agencies still unheard of? great example the John Allen Mohamed (SP?) from what i've read and heard one agency had him for a traffic stop but the information wasn't passed down fast enough and the officer let him go. (pardon my ignorance of the subject. I'm going by Word of mouth)

Those that don't know in the Baltimore/DC Metro Area there was an individual that went around shooting people. John Allen Mohamed was the driver and the boys (shooter) father figure they're both currently doing their time.
