When Does A Gratuity Become Corruption?

As police officer's we are all guilty of accepting a gratuity from time to time. Every officer has a place he / she can go to get a free cup of coffee or soft drink, maybe even a free meal here and there. Even that nice little platter of cookies or a pie that the old faithful friend of the police may bring by headquarters from time to time is a gratuity. It comes in all forms and fashions such as a pass to see a movie, enter an amusement park, tickets to a ball game, maybe even a free car wash. Oh sure, I have been offered better and more valuable things than those already mentioned. If you wear a badge and uniform I am positive that you have also. Even after hearing all the ethical warnings and stern advise since you were just a pup in the academy it can still be tempting to take what is offered, especially when offered free of charge.

Does that one cup of coffee corrupt you? Or what about that usual cup of coffee you take? Yes, ;) I know, it doesn't hurt a thing and I didn't ask for it. It was offered to me because I'm such a swell guy / gal and people just love me. Relax, I drink my share of coffee. But I do want to pose this question to you.

When does accepting gratuities turn into corruption?

It's a fair and really interesting question isn't it? I mean how often does the town Doctor walk into the convenient store and is offered his coffee for free? I know, you've got me there! Doctors rarely visit convenience stores. What about the lawyer? The Mechanic? Nope, I bet their all charged. What is it that motivates people to give free things to the police officer? Why do so many try to befriend us in these moments of casual contacts on the job. Is it their expression of gratitude or something more crafty? Are they really so appreciative of what you do or is it merely just buttering you up for that next traffic stop or domestic that you may be sent to at their home? Could a cup of coffee affect your decision to write a ticket or make an arrest when that person is guilty? What about a thousand cups of coffee or tickets to take your son to the ball game? At what point between getting a coke (yes I'm from the South, their all cokes!) and something of greater value turns into corruption? Is it different from officer to officer, or is it corruption from the first cup? I am interested to hear everyone's opinion on this.

In our area we have the Quik Trip corporation which does not allow it's employees to charge uniformed officers for a refill.  I admire that type of corporate stance, but it does often violate a department's standards.  I think that  a free drink does not cause an officer to stumble, but when a gratuity affects an officer's judgement, performance of duty, and discretion, there is the rub.  Now we are talking about corruption:  when the officer's actions are affected.

I'm with ccso here.  As long as you can still feel comfortable arresting the guy behind the counter if need be in the future.  No harm, no foul.  I also think that if you go in for a coffee with NO money in your pocket, You are wrong!!  You should ALWAYS expect to pay for it!!!  It's against our policy and I always attempt to pay for everything!! I normally drink the station coffee but if I'm out and stop in, I always wait in line and attempt to pay, money in hand!!

From a coffee pot.  LOL  As far as everything else if they offer it free the money it would cost gets thrown on the counter what they do with it is up to them.  When eating a meal they usually offer a discount the full price is paid and tip, that pretty much sums up how i feel.
