Commissioner's Message - Death in the Line of Duty: CBP Honors Air Interdiction Agent Julio E. Baray

(09/24/2007)Assistant Commissioner Michael Kostelnik and I are deeply saddened to inform you of the on-duty death of Air Interdiction Agent Julio E. Baray. Agent Baray died as a result of injuries sustained in the crash of a Cessna 210 that occurred this morning, September 24, 2007, at the Moriarty Airport, 30 miles east of Albuquerque International Airport.

The Cessna 210 was under the command of Air Interdiction Agent (Pilot Instructor), Daniel J. Houting. Agent Houting suffered burns and lacerations in the accident and is currently in stable condition at the University of New Mexico Hospital.

Air and Marine Mourning Badge

Agent Baray began his career in 1998 with the U.S. Border Patrol (class 388). He was serving as an Air Interdiction Agent Trainee at the El Paso Air Branch at the time of the accident. Agent Baray was 39 years old and is survived by his wife, Melissa, and their two children Angel and Victor, ages 5 and 9.

We mournfully acknowledge Agent Baray’s untimely death as the ultimate sacrifice in securing the borders of our country and it will serve as a solemn reminder of how dangerous our job of protecting our nation’s borders can be. Agent Baray gave his life for what he believed in and we will honor his memory every day by continuing to provide the community a better, safer place to live.

Mourning bands are authorized for all uniformed CBP employees until the day of his interment. A separate message will be issued when memorial arrangements have been finalized.

On behalf of the entire U.S. Customs and Border Protection family, we extend our most heartfelt condolences to the family and friends of Agent Baray. By serving America, you honor his sacrifice and memory.
