Do all states have a zero prison growth policy like Missouri. The state seems to be proud of the reduction in our revocation rate, however the reason for that is due to field PO's not being allowed to revoke them unless a new felony is committed. I had to argue recently to issue a warrant on a parolee (UUW case) who was in custody in the county jail on a new domestic assault charge...ridiculous!!!

the city my district is located in had the chance to put in a community release center so we could send violators there, but the city did not want it...i guess people do not realize the criminals are already living in their city, this would be a way to house them together and keep an eye on them instead of allowing them to just stay in the community unchecked
