    Panhandlers cross into traffic to get money from people in the middle of three to four lanes of traffic and get hit by vehicles. This is an issue of safety. But so long as we don't violate his rights... seriously!

    After doing some research, it apparently is protected by the 1st amendment. Now before people jump down my throat, this is not my opinion, but information found online. This is actually protected by a US exception called "Commercial Speech".
