The [independent] City of Richmond adopted a policy many years ago of ONLY hiring "outsiders" for top administrative jobe (like CHIEFS) We have been payoing a price for this ever since. Chiefs come & go rapidly, and establish NO CONTINUITY. Experience, especially lLOCAL experience, is not a plus. Tha City Council's attitude is that if an Officer is a Staff Supervicor here, he or she must be an incompetent nincompoop incapable of ever leading anything, and certainly NOT chief material. Yet MANY of our high-ups - NON-CHIEFS HERE - went on to become excellent Chiefs elsewhere, and held their jobs there for years on end. Makes me really believe in promoting from within ONLY. Now many of our Preachers are expressing theeir dissatisfaction with our Mayor's firing the most recent Chief. Usually our preachers are glad enough to see a chief go; this one was a taxpaying voter's delight. He's replaced by a FORMER Deputy Chief NOT SO POPUL:AR WITH ANYBODY HERE.
