Supposing the article is correct in stating they will be using armor-piercing rounds, does that mean they are using something akin to what's described here?:

Also, 'high powered rifle'. This is an oxymoron. I really don't know of any rifle that is considered not high powered. It is by it nature going to deliver a round with more power and farther than a side arm.
"Armed gunman": oxymoron.

Thank you for that explanation, Sarge. I would not be at all surprised if the article doesn't have all the facts straight. I certainly hope they plan to use the frangible ammunition in these rifles.

Sometimes people give comical statements. Board member Leticia Garcia characterizes the ammunition as 'ricocheting' ammo that will go right through people. My child, listen and learn.
The rifle as decribed in the article fires a .223 round. Notice something familiar? How about the .22 in the first part of .223. Yep, that rifles and millions like it fire a .22-type round. And yes, it is a .22 with an attitude, but a .22 nonetheless. And, most rifle ammo will penetrate a ballistic vest. Using the term body armor has a military slant. Military personnel are issued superior body armor and plates to stop rifle rounds. Civilian police generally do not have this type of armor, ... unless you are part of a SWAT team.
Next. ball ammo as she has described is generally used on the range or in a military engagement. Civilian ammo would have a soft tip, hollow point (it's a very tiny hollow point) or frangible ammunition.
Oh, don't know what frangible ammo is Ms. Garcia? Well, it is ammo that a FAM (Federal Air Marshall) will have in his weapon while on duty on a commercial flight. That ammo is designed to disintergrate upon contact. I have a small baggie of the remains of expended frang ammo. It looks like sand.
Any agency worth it's salt will have speciality ammo on board to reduce the risk of collateral damage. Even Navy SEALs do not use 'ball ammo' in combat.

Do the body armor piercing capabilities (as described by the article) of these rifles pose a collateral damage threat due to wall penetration? Just thinking out loud.

I would argue that these rifles are not high powered, almost every other rifle round other that .22 lr is more powerful that a .223.
