Also I don't agree with tax dollars being spent to purchase it unless it's going to state-funded programs.

This is all media angled BS... Tap water is notoriously filled with all kinds of heavy metals and toxins. All they're worried about is putting water companies out of business. Tap water will always have it's place in my house (dishes, laundry, and showers) but never in my body. Plus the stuff tastes horrible. As far as bottles are concerned I always recycle my plastic. People just need to be responsible.
