The article seems to suggest the county dispatcher sent the ambulance, but the 911 operator was supposed to enter the call which would've notified area firefighers and police. Perhaps firefighters were needed to help with extrication.
It sounds like the area does not have a centralized E911 call bank yet.
Not clear if the 911 operator ended the call or the calling party hung up, the operator did dispatch an ambulance to the scene, maybe the question is how long it took the ambulance to arrive.
