I read the article. Dale is a highly respected voice in LEO-Land.
However, the reading seems to be rather elementary. Like, duh right ? (A little SoCal there...)
But yes, some do succumb to the 'slimy incline'. Fortunately it is a very small population. It does gain notariety due to our public presence.
Unless someone has a complete lack of brains and conscience, people know when they are even approaching impropriety. It's genetic. So to follow through with the 'act', takes the momentum of a decision.
The key here is to have a pretty sturdy moral structure. If you don't have this and you've managed to slip through every background look-see, then run. Run away from 'it'. I don't mean don't do your sworn job, just run away from the stuff that is not your job.

Law enforcement officers, presidents, and four-star generals are held to a higher standard of character and moral judgment and they should live up to it or get another job.

This article is sooooo very true. We've all seen what happens. And Ginny, your right we've all seen the ones that appear untouchable/teflon. Bottom line is this, can you look at the man( or woman) in the mirror and still be proud of who you see? You may not pay for what you do in this life, but you will eventually pay !

It all depends on who it is if they will lose their job or not. Seems I remember a sitting president who kept his job. A job much more important than a 4 star general. But since Petraeus took responsibility for his actions he is more honorable than the president who didn't.
