The article makes references and links to a "full ruling"--but it doesn't link to the ruling, only the index. For those who don't actually read the ruling, it gives the impression that there's no reasonable explanation.

When you read the actual full ruling (the above link), it reveals that Rhode Island voters approved a change to their Constitution in 2006 to allow felons on probation to vote. End of the [non]-story.
