Quirky Crimes in the Capital City

I enjoyed the story of the lady who called in on her neighbor for blowing leaves off her roof and trying to talk to her.I doubt if either are hangable offences.So she wants a report??Would that go on an Illegal Talking report or an Illegal Blowing report??I would be thrilled if someone were to blow the leaves off my roof as long as he/she washes my car and cuts my grass as well.
