Idling and speeding use tons of gas. Hybrid vehicles usually have a function that automatically shuts off the engine while stopped under most conditions--this is just one of the ways hybrid vehicles save fuel. It isn't so much "speeding" that raises fuel consumption as it is the engine running at higher RPM for longer periods. There's a correlation with speeding, but you can save money (except in tickets) on gas by speeding as long as it's downhill (i.e. foot off the gas), as that momentum will help you up the next hill before you need to press the gas again.
(Just a little peek into the practice known as "hypermiling".)
Our patrol division uses a system similar to this. I don't know how much gas this saves however it sure is nice to see where I am on a map when I am in an unfamiliar part of the county.
