Just looking at him he does look like he is sick in every aspect. He clearly needs to punished but I think he may need help in other areas as well. Obviously he has a sex addiction which is not main stream in America because it is socially acceptable in specific aspects. Cognitive Behavioral Therapy would be beneficial for this guy. Perhaps in his Probation he would be given a mental evaluation and be given the opportunity to go through this very effective therapy. Given him the max though and make his probation tight noosed,

Ladies, try not to use public rest rooms for many reasons but this is just another one. Instead of worrying about bringing a buddy, bring you a small LED flashlight and shine it into any and all cracks and holes you see in the walls, floors, and ceilings including vents. If you see a reflection that may be a camera lens so be aware! My wife has one of these small but very powerful lights. Hers happens to be included with a hand-held taser! LOL I would love to find one that is very, very bright and can strobe to temp blind an attacker so she could really zap him. Now watch for cameras ladies
! Also, if you can be positive it is a camera, do not bother telling the management. Call 911 and have an Officer come out there and look at it and then allow him to handle the investigation. The management may be the person responsible for placing the camera there.

Women, just be aware of your surroundings if you have to use a public restroom. Look about you as well as the walls and ANY holes or openings. My wife carries a small but powerful LED flashlight in her purse and she can flash the light into these crevices and air vents and see if there is the reflection of a camera lens anywhere. A very good idea. The best 'buddy' you can have is one of those very small by powerfule LED flashlights. My wife's is contained in a 3Million volt taser. Best of both worlds.

Jerk. He needs to be punished with the max and spend the time in prison in General Population. If he just needs to see naked women that badly go to a strip club and bring dollar bills! That is still stupid but at least legal and you have their permission to stare.
