I wonder how the lawyer managed to write his brief with a straight face? The Fraternity should be sanctioned by the national organization or college for not checking I Ds and maintaining limits on amounts of alcohol consumed by party goers who are of age. Most colleges and universities require related entities to regulate alcohol consumption (I.D. checks, bartenders, restrictions on number of drinks allowed, provision for food served with alcohol).
I don't think this is new behavior on college campuses. There is more regulation and education of students about alcohol and drug use today than when I was a college student. Of corse, the regulations are not always followed or enforced. Colleges vary in their attention to such matters..
