Went to the academy with the Chief. He had a quiet integrity that carried into his career. (He also had a great cigar kiosk at the local mall before becoming chief - gave me some good deals)

Can't blame the Officer and also cannot blame the Chief because he had to do this very thing in order to avoid looking like he is showing favoritism. Good deal all around especially because the Chief did not make a big deal out of it but quietly told the Officer to write the ticket. If not for a tipster the paper would not have even known about it. Honorable Chief IMHO.
