ok - so now they'll differentiate absences - like we have we have so many days for leave. we have sick leave - personal leave and annual. They're not saying that a doctor's excuse isn't always legit - just that some were abusing them. They'll have a set number of days - once you go over them - then there will be consequences.

Hmmm, evidently, Arkansas law makers have entirely waaaayyyy too much free time on their hands. The article says, "Leaders say if a student is legitimately sick, parents will have to explain that to administrators." Someone correct me if i'm wrong here, but isn't that what the doctor's notes were intended for?
