Video Captures Territorial Pennsylvania Officers Brawl

COLWYN, PA — In a bizarre territorial dispute, police officers from neighboring towns outside Philadelphia began brawling while a woman lay injured on the ground nearby, myFOXphilly.com revealed Thursday.

Newly released video of the fracas shows officers from the Colwyn and Darby boroughs of Delaware County arguing over which police force should have responded to the incident.

The confrontation happened last Friday when an officer from Colwyn arrested a man on the street who allegedly punched a woman in the face. The cop had crossed from Colywn into Darby to respond to the incident.

Officers from both boroughs — including Darby’s police chief — soon arrived on the scene. The chief began arguing with the Colwyn officer, who was sitting in his patrol car.

On the video, other Darby officers can be heard trying to calm the chief down. But the argument escalates.

The chief shouts, “Get out of Darby,” as the Colwyn officer gets out of his patrol car and then has to be restrained.

Meanwhile, the victim lays on the ground as emergency crews work on her.

Former Darby Mayor Paula Brown told myFOXphilly.com that the Darby police chief had created a territorial atmosphere in Delaware County.

“Many times, he has restricted Darby officers from going to Colwyn and restricted Colwyn officers from coming into Darby. He has manipulated the department,” she said.

“It makes us look like the laughing stock of the county.”

    As for the media classifying this as a "Brawl", not true, there was some public disagreements and lots of posturing but nobody assaulted anyone else.

    There was an incident way back in the late 70's when one of our guys observed a B&E at a TV store about 1/2 mile outside of the city limits. As we did not have any powers of arrest outside the city and could only assist if a County or State Officer requested it in person our Officer could do nothing except stand on the hood of his unit and scream at the bad-guys. The Deputies were very busy and could not respond. Our Officer was ready to chew nails but there was nothing he could do about it. Our agencies even got along very well together but the LAW stated we could do nothing about it in the State of SC....and the bad guys knew it! We all wanted the State law changed. I do not know if it has been or not in SC. Still, this public tirade over jurisdiction was stupid and uncalled for and the Chief should have been fired. ALL LEOs should have Statewide Jurisdiction.When I first moved here to Florida I was surprised to see city units initiate a traffic stop in the county but found out that they have police powers throughout the entire county at least and I was very happy to see this. Should be legal everywhere.

    You know this is probaly one of the dumbest things I've ever heard of. What's the reasoning. Because of poor judgement on the part of the Chief, now two agencies that border each other find themselves in a bad situation. With all the officer safety issues out there, have petty ridiculous fights with your brothers/sisters and potential backup is absolutely stupid. We're adults, and more importantly police officers. Let's act like it. If you didnt learn how to play nice, go back to kindergarten. Im sure there are others who would love to be in your shoes getting the opportunity to act like a professional.

    How sad and embarassing for all law enforcement... Put the turf war aside and work for the safety of the communities... Up here we take any help we can get... Maybe they should go to county police under the authority of the county sheriff, then there would be one chief and more officers...

    Mutual aid is common here in Illinois. The first Officer on scene was flagged down into another jurisdiction. The citizen who flagged him down probably didn't care whose jurisdiction it was. Citizens look at it this way...... POLICE = PROTECT AND SERVE. I don't recall a byline stating "Except when I cross into another jurisdiction". In Illinois, you are a cop 24/7/365. I should note that if I am off duty and witness a crime taking place, I will intervene, but once local cops are on scene, I will act as witness and if necessary render all assistance if an arrest is made.

    Without reading other comments, I may repeat what many others have already typed on the matter. If an officer from another agency responding to a domestic violence incident upset the Chief so much, he NEEDS TO RESIGN or be shown the door. He has disgraced his agency and law enforcement in general. Someone had posted the video on Facebook earlier this week and I was seething angry. As officers, we are already facing turmoil from all over. Politicians are out to cut our pensions and pay. Criminals are definitely out to KILL us as a moments notice. Now an officer has to worry about what street he is on when he takes police action, something he swore to do when he pinned on the badge? UNBELIEVABLE!

    The Cowlyn Officer was not in the wrong legally, PA Municipal Police Jurisdiction Act, 42 Pa. Cons. Statute. Section 8953 (5). "Mutual Aid did not NEED to be requested in this situation due to him being covered under the MPJA.

    were i work which is in the army and its a little different with federal LEO's but we still work with the agencies around to get the best resultes for the people. i think people forget why we do this, its not for the power its to serve and protect the people and if an officer from the next city over can get to if faster to save a life or protect property then so be it. theres no reason to make a fool of your self and your department because you want all the glory.

    How sad. We are suppose to work together not against each other. So sad ! Hope their childish actions did not hamper the needs of the victim and delay in the arrest of the alledged perp.
