COLWYN, PA — In a bizarre territorial dispute, police officers from neighboring towns outside Philadelphia began brawling while a woman lay injured on the ground nearby, myFOXphilly.com revealed Thursday.
Newly released video of the fracas shows officers from the Colwyn and Darby boroughs of Delaware County arguing over which police force should have responded to the incident.
The confrontation happened last Friday when an officer from Colwyn arrested a man on the street who allegedly punched a woman in the face. The cop had crossed from Colywn into Darby to respond to the incident.
Officers from both boroughs — including Darby’s police chief — soon arrived on the scene. The chief began arguing with the Colwyn officer, who was sitting in his patrol car.
On the video, other Darby officers can be heard trying to calm the chief down. But the argument escalates.
The chief shouts, “Get out of Darby,” as the Colwyn officer gets out of his patrol car and then has to be restrained.
Meanwhile, the victim lays on the ground as emergency crews work on her.
Former Darby Mayor Paula Brown told myFOXphilly.com that the Darby police chief had created a territorial atmosphere in Delaware County.
“Many times, he has restricted Darby officers from going to Colwyn and restricted Colwyn officers from coming into Darby. He has manipulated the department,” she said.
“It makes us look like the laughing stock of the county.”

This chief needs to hand in his resignation or the mayor should remove him!!!!!!!!!!! ASAP!!!!!!!!!!!! We as officer have to deal with enough stress and public black eye's for other things.

The Chief is a disgrace to the uniform. He should try to do something with honor........like turn in his resignation. Then he can continue to be the alpha dog and can pee on the trees surrounding his yard instead of the ones on the edges of his jurisdiction (Then he can feel safe because I doubt anyone would want to cross the boundry of his yard). Maybe then the communities will be able to see how the boundry does not matter........all officers support and work WITH each other, seamlessly, no matter what their shoulder patch says!!

This makes you embarassed to admit you ever wore the uniform. If the assault was commited in colwyn, and the suspect was apprehended in Darby, one block away, what difference does jurisdictional boundries make? The assault happened in Colwyn Chief, get over it...the officer was right in making the arrest and be damned about boundaries. Perfect fodder for having metro county police departments. Thanks for making this another issue in PA Chief. You should be ashamed of yourself for your actions. You have a problem, take it up with the Colwyn Police Chief....not the officer on the street with civilians watching. Idiot

Look, I consider myself a certified badass, even after 20 years in the field. But common sense must rule. This is what cops need, Jesus Christ, prayer from citizens, solid education preferrably a bachelors degree, an annual fitness evaluation in the form of a P.F.T. and credit report, accountability from the Chief or Sheriff, and no excuses regarding anger management when dealing with others. We are not America's biggest gang, we are supposed to be professionals. I am very angry about this situation. Just the other day I was surrounded by 3 bully policemen in my agency, as if old school physical intimidation would work. I prayed for Christ's help, and got it because in the aftermath of what would have followed if they put hands on me-no one would have prevailed. I think we have too many psychopaths in Law Enforcement and too many Chiefs and Sheriff's that are sellouts to the lawyers and councils. Peacemakers need to be real men and women and stand strong in Christ.

The call load in that area must be really really light if you are fighting over a battery call. Do you not have enough work in your area, you bored.....CMON.....

What was his motivation???? Does he want the criminal to get away with what he did? Is the chief that pathetic??? He should simply be fired. Leaders, especially in law enforcement should be uniters and not be playing games like this. He should not be chief, it's that plain and simple!

This is bad. I usually do not comment on things, but this had really got me upset. We all signed up to do a job, have each other's backs, and go home at the end of the day with the same amount of holes we started with. It does not matter what color uniform we are wearing, or what our badges say. We are all collectively a team. If we start fighting each other, than the bad guys win, and that is not what we signed up for! Hopefully this town can re-evaluate some things and come out a little level headed.
