COLWYN, PA — In a bizarre territorial dispute, police officers from neighboring towns outside Philadelphia began brawling while a woman lay injured on the ground nearby, myFOXphilly.com revealed Thursday.

Newly released video of the fracas shows officers from the Colwyn and Darby boroughs of Delaware County arguing over which police force should have responded to the incident.

The confrontation happened last Friday when an officer from Colwyn arrested a man on the street who allegedly punched a woman in the face. The cop had crossed from Colywn into Darby to respond to the incident.

Officers from both boroughs — including Darby’s police chief — soon arrived on the scene. The chief began arguing with the Colwyn officer, who was sitting in his patrol car.

On the video, other Darby officers can be heard trying to calm the chief down. But the argument escalates.

The chief shouts, “Get out of Darby,” as the Colwyn officer gets out of his patrol car and then has to be restrained.

Meanwhile, the victim lays on the ground as emergency crews work on her.

Former Darby Mayor Paula Brown told myFOXphilly.com that the Darby police chief had created a territorial atmosphere in Delaware County.

“Many times, he has restricted Darby officers from going to Colwyn and restricted Colwyn officers from coming into Darby. He has manipulated the department,” she said.

“It makes us look like the laughing stock of the county.”

Always behave as if someone is recording you. Especially when dealing with other officers. We have to stand together. There are enough bad cops and bad guys that keep us in the news. We shouldn't make it this easy for the public to bash us.

All I can say is "Wow!!" Seriously? We all wear a badge and a gun. We're all sworn to uphold the law!! The Officer was flagged down about an assault. What does the cheif expect him to do? Have the lady go find a payphone??

It's been said by others here, and I agree. Time for the Chief to tender his resignation!!

More youtube fodder. Nothing wrong with a heated debate, but take that stuff somewhere else, preferably more private.

I think ANY officer who was involved in this should be terminated immediately.

The Chief is a disgrace and should resign immediately or be terminated. Coming from an area where we had zero authority outside of our jurisdiction we would help if asked or "deputized" for the incident. I firmly believe that Officers should have Statewide jurisdiction for criminal behaviour. There should be none of this petty protecting of their precious sandbox garbage.

Bump uncledennis and Chief171. The chief needs to go, and the department needs to remember a line from "Jarhead: you are no longer black, or white, or gray. You are all BLUE - light BLUE, or dark BLUE!! Do you understand!!"

I can't even comprehend why someone, especially a chief, wouldn't want a good relationship with their surrounding departments.

This is crazy, we are suppose to be a team not fighting with each other. There are a lot of people watching and for the chief acting like that grow up. Go after the criminals not each other. Just be glad someone showed up and took charge. The chief should be thanking the officer not criticizing him.

A police chief is supposed to lead by example. You don't get to that position without having years of experience. If I were the mayor of Darby, I would not want my police chief leading my officers anymore after this incident. This is unacceptable, suspensions are in order for the officers and I would ask for a resignation from the chief. What kind of message are you sending to the communty by doing this?

A reminder to all officers out there, we are in the digital age and we are always under big brother's eyes so watch what you do.
