Active Bomb Sat In Federal Building for Three Weeks

DETROIT – A package found by a security guard at a U.S. federal office building sat for three weeks before being screened – when it was found to be a bomb.

A private contract guard found the suspicious package outside the Detroit skyscraper in late February, but put it straight into ‘lost and found’ without having it screened, according to union officials.

When another member of staff decided to screen the package three weeks later, it was found to contain bomb parts and was detonated outside the building.

The building in downtown Detroit, Michigan, houses offices for the FBI, U.S. Senator Carl Levin of Michigan, the Social Security Administration and others.

The private contract guard who first found the package has since been suspended.

President of the Federal Protective Service guards union, David Wright, said the incident had been a ‘total embarrassment’.

He said the package sat in the building until March 18 before an X-ray revealed it was a bomb.

Mr Wright told ABC News: ’A contract guard apparently saw this package outside on February 26.

‘Against all security protocols — an unattended package should be treated with extreme caution — he picked up that package and took it inside basically on the premise of ’lost and found’ property, and apparently stored it.

’That was on Feb 26. On March 18, last Friday, someone got the idea to X-ray the package.

‘At that point wires were seen… and it turned out to be a bomb.’

Guards then notified the Federal Protective Service and Detroit police and the package was moved outside the building to be recovered by a bomb squad.

Mr Wright said it was unclear whether the guard who found the package initially was the one who decided to have it screened for explosives.

The package should not have been moved in either case except by explosives experts, he said.

Detroit police said they recovered a package on Friday from the federal building and detonated it.

FBI Special Agent Berchtold said they were investigating the incident.

    Unfortunately this happens all the time. I could not begin to tell you where I have had to go and had to do with a device. This is why EOD guys try to have classes for everyone. The problem is they don't listen (It can't happen to me) You have to be aware of what your doing. If this security guy thought that this was abandoned property out side a building, that should be a clue and start ti think where is the box at, is it close to entry point, utilities or the sign for the building.
    I'll get off the soap box again.

    Unbelivable! Happy to hear that that bomb didn't go off. Hopefully they will fix all the loopholes and this sort of thing won't happen again

    Thank God this didn't turn for the worse! I worked at the Federal Building Security in San Francisco & Oakland before becoming a Police Officer. When I was hired we needed previous security experience & they trained the heck out of us including using fake bombs in machines so that we could properly detect suspicious packages. These guards in the article work "GSA Contracts" at Federal Buildings and at least in California must go through pretty tough training even for security standards.
    The laid back business as usual stopped here & thankfully nobody was hurt. But the issue isn't if somebody got hurt.. It’s the crap that many management officials throughout the country weather in security or in Law Enforcement we have evolved & must take all threats as serious credible incidents. We are a Nation at War! This is not to be taken lightly especially at Federal Buildings. There has been a long standing concern that dates back before the Oklahoma Federal Building was bombed by Timothy McVeigh. And this was according to at the time by GSA (General Services Administration) to abolish FPS (Federal Protective Service - Police) Police Officers and the whole agency and replace them with property management uniformed security guards. Throughout the years FPS has been battling their own administration for more police officers, expanded authority to do their jobs & Law Enforcement Officer Pay that is afforded to Special Agents, Federal Correctional Officers/Prison Guards and even their janitors too!
    But back to the issue at hand... -TRAIN, TRAIN, TRAIN and TRAIN some more!!! This could have ended tragically!

    The Bottom line is we need more FPS Police Officers & Police Inspectors at Federal Buildings!

    FPS Officer Ronald Sheffield was shot and killed while responding to a call for a man with a gun at the metal detectors at the McNamara Federal Building in Detroit, Michigan.

    Security at the building had been increased dramatically in the wake of the terrorist attacks in New York City and the Pentagon. The suspect, who had been waiting in line to go through the security area, pulled a .357 caliber handgun from his bag and shot Officer Sheffield responded when he responded to the call and attempted to approach the suspect; Officer Sheffield was killed.

    Other officers returned fire and wounded the suspect before taking him into custody. The building housed several federal law enforcement agencies.

    On March 21, 2003, the killer was convicted of second degree murder and sentenced to 30 years in prison with no possibility of parole.

    Officer Sheffield was a U.S. Marine Corps veteran, and is survived by his two daughters.

    I worked as a contract security guard for the Montana Air National Guard for 3 years and some of my co-workers had no security or law enforcement background and we were provided with minimal training upon hiring. Once we started on duty, we received quite a bit of OJT from the full time Air National Guard Security Forces guys. Sounds like the FPS needs to ramp up their training program or start hiring more qualified people or both.

    Private contract guard. well that explains some of it. considering that from my experiences most have very little to no training. why they are hiring them for building like this is very confusing.

    Unacceptable regardless of who was involved. Some procedures need reviewing, some guards need to be trained or re-trained, and someone may need to look for another job...

    There is alot more to this story then is being told! Sounds like alot of finger pointing is now going on to cover their own butts right now!
    Many federal building guards are retired LEO's in Ohio! Contract Guards have supervisors !
    Where is the Policy and proceedure manual? No Bomb dogs to sniff the package?
    This building should have had tons of cameras the video should have been checked to see who left the bag behind!!
    Our department had to disrupt an un attended bag at our regional airport left outside the airport gate screening area after it was found to have suspicous compnents inside by the TSA xray!
    after an hours delay of flights we destroyed a gameboy and cdplayer and a kids lunch!
    The parents then called later to see if anybody found their sons missing bag!

    "A private contract guard", you get what you don't pay for. Not his/her fault I bet, very lttle pay and training would be my guess.
