Actually, the term cop killer bullet is a misnomer. Study up on firearms and ammunition history and your vest ratings and you'll see that most rifle rounds will defeat standard issue police body armor. The .223 or 5.56 mm rounds are notable for being produced in some very large handgun type weapons that are designed for mountainous area hunting of game like bobcats and mountain lions. Farmers use that stuff to protect their livestock and other hunters use it for a challenge.
The notorious 'cop-killer' bullets are known for being teflon coated normal bullets, which does not increase its ability to penetrate a vest, but instead protects the barrel from wear. The steel-core armor piercing rounds that would be more cause for concern are regulated federally, and generally banned from civilian sale.
