    Actually in Texas, you move over 1 lane or you slow 20 MPH below the posted speed limit to a minimum of 5 MPH. All tickets come with a fine.

    agree- in TX, you have to either move over 1 lane or slow to 40mph in the lane next to where the Trooper is pulled over. first offense is a ticket, fines after that.
