This does not surprise me, with little or any continued firearms training during the year except at the time of qualification. If an officer is marginally qualified, that officer should take it upon themselves to get the extra training so that they can easily qualify. The department has made the right decision to take the guns away when they fail to qualify, they pose a risk to themselves and the public.
