Dashcam Released of Arkansas Police Slayings

JONESBORO, Ark. — From the cab of his FedEx truck, Vincent Brown had a bird’s-eye view of the shooting that killed two West Memphis police officers on May 20.

A short video clip from an officer’s dashboard camera released Wednesday shows 16-year-old Joe Kane in a red T-shirt slowly open the passenger-side door of a 1994 white Plymouth Voyager van and wield an AK-47 assault rifle. Within seconds. he vanishes from the camera’s view.

But Brown’s account, which is part of a 240-page preliminary report from the Arkansas State Police, fills in the gaps.

The truck driver’s rig was parked behind the two police cars on the off ramp at mile marker 275 on Interstate 40.

Brown couldn’t hear the shots because of his tractor- trailer’s engine. But he told investigators the chilling scene he witnessed:

It began, he said, when a “potbelly guy” driving the van – Jerry Kane Jr. – suddenly pushed Officer Bill Evans down an embankment and into a ditch.

Then Joe Kane – “a skinny kid” as Brown identified him – came out of nowhere with what appeared to be an automatic weapon with a long clip. He began to fire.

Brown said Evans tried to draw his weapon with one hand and extended the other in front of himself as if to say: Stop.

Sgt. Brandon Paudert, who’d arrived as backup for Evans, took cover behind his partner’s Chevy Tahoe. But it appeared that Joe “timed it just right” to shoot Paudert in the head, Brown told investigators, and then stood over his body as the officer lay in the roadway.

Both Kanes got back in the van. The video clip shows Joe firing four more rounds of the AK-47 out of the van’s passenger-side window in the direction of Evans as his father slowly drove away.

A crime-scene report said Paudert lay on his back, head pointed west, feet toward the east, with his semi-automatic weapon in his right hand. He had a “large, gaping wound extending from his chin to the top of his skull.”

Evans was taken to the hospital where he was later pronounced dead. His bullet-proof vest, shredded by gunfire, lay in the ditch along with his handheld police radio.

Mike Walden, prosecuting attorney for the 2nd Judicial District in Arkansas, said Wednesday that officers involved in a second shootout that killed the Kanes 90 minutes later in the Walmart parking lot, were justified and that he didn’t anticipate filing any charges.

Police recovered 144 shell casings from various weapons — pistols, rifles and shotguns — at the Walmart crime scene.

Some officers told state police officials that Joe Kane still had his finger on the trigger of his weapon when his body was pulled from the van.

Crittenden County Sheriff Dick Busby and Chief Deputy W.A. Wren were wounded in the second firefight. Busby recovered from a bullet wound to the shoulder.

Wren has been in a rehabilitation center in Jonesboro since his release from the Regional Medical Center at Memphis. He could be released as soon as Friday.

Prosecuting attorney Walden said if the Kanes had survived they would have faced capital murder charges in the deaths of Evans and Paudert.

The investigation is ongoing because material from the FBI and the Arkansas State Crime Lab has yet to be reviewed. Walden released the preliminary report because of the amount of media inquiries and public interest in the case.

Investigators determined that Joe Kane wielded the AK-47 while his father had a Taurus 45/LC 410 revolver.

The evidence log in the preliminary report shows that police recovered ammunition from the Kanes’ van along with a marijuana brick, rolling papers, a scale and screens with burnt marijuana cigarettes behind the passenger seat. They also found hotel receipts, CDs titled “Banks Do Not Loan Money” and $301, among other items.

West Memphis Police Chief Bob Paudert, Brandon’s father, took his wife and Brandon’s family to Florida this week to escape the media coverage of the investigative report’s release.

He hasn’t seen the dash camera video or read the report. A state investigator briefed him on a few details.

“I have mixed emotions about looking at the video,” he said. "I probably need to as a chief, but as a father it’s going to be very difficult.

“It’s the last few minutes of Brandon and Bill’s life. Everyone keeps saying I’m strong, but I’m not strong. This has had a major impact on me.”

    To all my brothers and sisters and others; To insinuate a mass cover up in htis day and age is highly unlikly (Im being kind), ask Olly North or read about watergate/ Dick Nixon among a few others. Enough said about this,, It was a tragic day for many - from this point forth ( again), Lets lean forward and tip the spear and never be complaicent on a call not to say our brothers were, but somethuing in all of that obvoisely went seriously wrong. I wasent there so I dont know. May they rest in peace - As for k9 if you want to survive in this world, know your audience, think laudly, but speak smartly, some opinions are better off not heard learn from this go forth and do great things - elswhere.

    First, a technical point. A civilian "AK47" is neither high-powered, nor a machinegun. It uses intermediate-powered ammo that is barely adequate to hunt whitetail up to 100yds, and is not capable of full-auto.

    That said, anybody who would give a 16yo unfettered access to one needs to be recycled. I teach my son to shoot, but if he points even a toy gun at anyone, the punishment is quite severe. He knows that shooting people always has been and always will be wrong except in case of urgent self-defense. Teaching kids HOW TO defend themselves is part of raising them, but anybody who teaches their kids TO kill needs to be recycled.

    As for k9brothers, and others' similar comments: This is a police site. This page is for the collective mourning of police officers for the sacrifice of fellow police officers. I am not yet a police officer, but I can tell you that this funeral is not the venue for talking trash. I don't even think it's the place for critiquing the victims' traffic stop techniques.

    On a more personal, less professional note: if you're brothers are K9's, that must mean that you're a son of a ...?

    I'm from Memphis and I have been following the story very closely. To say that Sergeant Paudert and Officer Evans are heroes is an understatement. I feel no remorse for either of the victims but the story should be a warning that the manner in which you raise your children is the most important thing a parent can and is obligated to do. Joe Kane was only 16. Yet his father had him reciting 2nd amendment clauses to police when he was 11 years old! I also think it is important to commend the two wounded officers from the Walmart finale, Deputy Chief W.A. Wren and Sheriff Dick Busby. Wren was released a few weeks ago and Busby was released early this week although he will face months of rehabilitation for his wounds. Also a big shout out to wildlife officer Michael Neal who was awarded the Arkansas Medal of Valor for his courageous actions which prevented more tragedy from occurring at the Walmart parking lot. These officers paid the ultimate sacrifice protecting the American people and they will not be forgotten.

    It was a sad, sad day for all. My heart goes out to the Officers' families and friends.

    K9Brothers, I don't go to your site/forum and trash it with conspiracy comments. I could but I don't because I believe the grieving area/forum for the dead, for both sides, is off limits and not to be used for exploitation of one's own agenda. Have a good day.

    K-9 You Are an Idiot. WATCHT THE VIDEO! The father reaches in for a drink and gives the boy a sign to get ready. (eye contact and body language) When the father makes a move, fighting and pushing Evans, the boy comes out and shoots Paudert in the head,one shot told by eye witness, He then is re-aligning to shoot Evans whom his father is fighting with. He shoots Evans vest to pieces. I do not think he is "jimming" anything. This Father/Son team had a plan and executed it. We all must learn from this tragic event.
    K-9, come on down to Alabama with that attitude.

    @k9brothers, you have your opinion on your theory....we all have our opinions too. Personally, the 2 scrotes got what they deserved. You are asking questions that cannot be answered here. There are many conspiracy theories....one of the most famous is the "doctored photos" depicting our landing on the moon....but they are just that...theories...just like yours is. As for the website you posted, I would only expect a family member of the scrotes to put up a site defending their relatives. As for comments and name calling towards yourself....well...when you come on a forum haunted largely by law enforcement officers and question the fact that 2 of the finest who gave their all….when you question that the video was staged….what do you expect?

    Looks like k9brothers site is hijacked from someone else. There's a picture of a smiling grandmother on the front page. She's not even connected to the Kanes as far as I can tell. Now I'm not a highly trained investigator, but it seems to me that the ones fabricating evidence are the Kanes supporters. Sorry, but looking at the smiling grandma and the Kanes, I can see that she had some character and warmth, while the Kanes were murdering scum bags. Now I'm not jumping to conclusions here, I'm looking at evidence like I was encouraged by K9brothers. You asked us to look deeper, and I have.

    K9,I'm retired now but I used to listen to Dolts like you tell me how they paid my salary with their stinkin' tax money and how I owed them respect and had to listen to what they wanted. I'd like to tell just what I told them. I don't owe you anything. Neither do the rest of the officers who post here. This is police site.     My heart goes out to the families affected by this tradegy (meaning my law enforcement brother's families) the two that shot the officers can rot in hell. Our job is to protect and serve our community. Everyday law enforcement officers whether they are road officers or correctional officers put their lives on the line everyday. I am proud to be a law enforcement officer and to know that I have an extended family makes me feel good. So to all my borthers and sisters out there please be safe and remember you are never alone.     Personally, I do not feel the need to engage 'k9brothers' in any sort of direct dialogue; he is obviously ignorant and we should not dignify him with a response. I agree with everything that you all have had to say in response to his lunacy, but it is just fodder for his idiotic ranting and will only make him more verbose. So I beg you, stop responding to him; I have read enough of his disrespectful slander.

    In response to the article and videos; All I can say is what we have all heard a thousand times, no traffic stop is routine, don't let your self become complacent and watch each others back; our brothers are all we have out there and we have lost two more. Rest in Peace. Stay safe.
