PHOENIX — Stun-gun maker Taser International has started telling police agencies to avoid firing the devices at suspects’ chests, explaining that there’s an “extremely low” risk of ill effects on the heart and that doing so will make defending lawsuits easier.

The Scottsdale, Ariz.-based company made the recommendation in an Oct. 12 revised training manual, saying it “has less to do with safety and more to do with effective risk management for law enforcement agencies.”

The manual also includes a lengthy explanation about deaths caused by sudden cardiac arrest.

“Should sudden cardiac arrest occur in a scenario involving a Taser discharge to the chest area, it would place the law enforcement agency, the officer, and Taser International in the difficult situation of trying to ascertain what role, if any, (the device) could have played,” according to the manual.

The manual includes a graphic displaying the human body and “preferred target areas.” The company recommends firing Tasers anywhere but at the head, neck and chest. The manual says to avoid chest shots “when possible” and “unless legally justified.”

Taser critics call the company’s new recommendation an admission that the devices can cause heart attacks.

“It’s a sea change, a passive acknowledgment that Taser has indeed been overconfident about its claims of safety,” said Mark Silverstein, legal director of the ACLU of Colorado. “It underscores the question marks that have been adding up along with hundreds of bodies.”

The Taser is an excellent deturant towards swaying a suspects decission to fight or run. A suspect knows you can't shoot them for no good reason, but they know they can be hit by the Taser and will usually comply. With the manufacturers putting these statements in their training manual it only makes it easier to go forward and win a lawsuit. The burden is on the LEO.

This makes no sense to me and if practiced is going to result in more missed shots. Both prongs have to attach for the circuit to be complete. Aiming anywhere than center mass decreases the likely hood of a successful deployment and increases the chance of injuries to the LE.

Okay now, they are trying to throw us some more headache to try to remember in the heat of a situation. We are trained from the beginning to aim center mass, now they are saying not to aim center mass with a taser. I don't know about the rest of you guys, but when I pull my taser I treat it just like my duty weapon and training tells me to aim center mass. Come on now give us a little break, its not like we don't have enough to remember and train on already.

Pardon me but if a violent attack is coming my way and I plan on a deployment to stop that attack, I could care less where the probes land as long as the desired affect is achieved.
Bottom line, ya don't wanna get tased then don't fight the police.

“Our primary target still continues to be and has always been the back,” he said. “You’re talking about adjusting your front shot, lowering the shot when possible.”

Exactly, lowering the shot below the waist. That helps...........

heres the thing I have been exposed to the Shockwave and had 6 probes on my chest, Im still alive! So here is what I think, what was the Taser invented for? Less lethal, the other option is your side arm. You make decide either shoot and kill or use the Taser to the chest and risk the chance of death. My opinion is if you get hit by the Taser and survive concider yourself lucky you wernt shot.

Why don't they just lower the volts delivered to avoid it being potentially lethal, but still maintain take down power. And just how does an officer shoot a suspect in the back if hes facing him in a confrontation......that's just ridiculous.

the only reason that happens is because there is a lot of voltage is coursing through the heart.

I understand that hitting the chest with a Taser sends the charge across the heart, which is not good..... but in a lot of scenarios, the officer is surely happy to hit the suspect at all.

I want to comment on Goodboy's opinions. He is so correct in my opinion about taking religion out of school and prayer. But, I don't agree with him on the interacial marriages. God doesn't distinguish between color or ethnicities. I'm not prejudiced against blacks, hispanics, chinese and etcetera. It should be one's preference who they want to marry no matter what race they are. Concerning the taser, I never realized aiming at the chest could cause the possibility of a heart attack. Our officers are more likely to get killed or shot in the line of duty being given such strict regulations of where to shoot the taser....Just what if the suspect is coming towards the officer at close proximity and the chest is the only open area to target? Think about that one!!!! AClU???? I won't comment on that one because one has civil rights as long as they are protected under the United States Constitution. Are we really in free America?

I'm turning my Taser in tomorrow. We got our new policy and its ridiculous, "try and hit the back" but "suspect must be displaying aggression to use". So I'll ask him nicely to turn around???????? Absolute BS!

Excuse me sir, to avoid causing you any discomfort with the use of my Taser, I shall shoot you instead.

With the violent tendency's of people toward the police nowadays, the ACLU better understand that if they cause TASER or LE Agencies to pull the plug on this efficient and outstanding LE Tool, the death rate of their clients will increase, and they will have themselves to blame.

"Blah blah blah, we all hate the ACLU!!!!"
Yeah, those bastards. Thanks to them, we have to suffer the absolute horror of interracial marriage, of de-segregated schools! And the great Nixon got impeached too, partly because of their efforts... civil rights violations, hah! Citizens only have what rights our great Presidents give us! And how dare they not teach religion in school! And free speech?? Man, anybody who dares to question the government or law enforcement should be locked away, and consider themselves lucky to not get shot on the spot!

    Oh, the fun of sarcasm.

But seriously, Tasers can kill people, and I believe they are used too casually by many LEO's. They should be used when a situation that *may* require deadly force looks as though it is turning into a situation that *will* require deadly force; not just to take down non-violent, fleeing suspects.

And saying that they haven't killed any LEO's during certification is a bit misleading; I hope and pray that your average LEO is in quite better shape than your average Joe, or we have a whole different problem on our hands.
