About Me
I AM A LIEUTENANT WITH THE NEW YORK CITY DEPARTMENT OF SANITATION (DSNY) ENVIRONMENTAL POLICE, PERMIT AND INSPECTION UNIT (PIU). After undergoing months of specialized training, officers receive peace officer powers that allow them to carry and use firearms, handcuffs, pepper spray, and batons, make arrests, issue summonses, use physical and deadly force, and undertake investigative responsibilities. The police force patrol both in uniform and in plainclothes and use marked and unmarked police cars. The Permit and Inspection Unit (PIU) is responsible for the issuance of permits and enforcing the regulations of solid-waste transfer stations and fill material operations in New York City. The Permit and Inspection Unit conduct regular inspections to ensure compliance with the rules and regulations governing solid waste transfer stations and Fill Material Operations (FMO’s). FMO’s consists of the grading, leveling, surcharging and compacting of fill materials for the purpose of land alterations and improvement. The Permit and Inspection Unit issues permits and conducts regular inspections of FMO’s to ensure that fill material (and not solid waste destined for disposal at a licensed landfill) is used to grade and fill lands within New York City. Additionally, the PIU plays a critical role in identifying and closing illegal dumpsites, and the illegal dumping of toxic waste. In 1996, Environmental Police officers assisted the NYPD with investigating the death of a sanitation worker who was killed when he was struck in the face by deadly hydrofluoric acid that was mixed with ordinary garbage. While focusing on their normal duties, The Permit and Inspection Units Police officers are expected to remain alert for conventional criminal activity and take appropriate action. Through the Permit and Inspection Unit’s rigorous enforcement efforts, the number of permitted transfer stations has declined. The Permit and Inspection Unit conduct thousands of inspections of Solid Waste Transfer Stations and FMO’s per year. The Unit issue summonses for Quality of life violations, operating Illegal Transfer Stations and Fill Material Operations without the required permits, enforce Environmental Laws, Criminal laws and Vehicle Traffic Laws and impound vehicles for illegal dumping. The Permit and Inspection Unit have also performed criminal investigations and surveillance which have led to highly publicizes arrest.
