In June 2009, I established the Rusty Keeble Foundation and began implementing the GANGFREE Project, which will develop into the world's first and only anti-gang campaign bringing the law enforcement, business, non-profit, faith-based, local, state, national and international governments and the community at-large together as one global voice against gang-violence and gang proliferation.

Additionally, we will be establishing the GANGFREE Army where you can join the thousands from around the world who have an interest and concern for the increase in gang violence can become an active member of the anti-gang effort.

Biography

I was born and raised in Knoxville, Tennessee till I was 15-years old when we moved to Orlando, Florida. I gradutated from Winter Park High School in 1990 and went into the Academy in 1991.

I began my Corrections career with the Orange County (FL) Corrections Department in 1993, at the age of 21.

For the last 14+ years, I've dedicated my career to working gangs and attending more than 2,000+ hours of training. Additionally, I've also had the opportunity to provide more than 1000+ hours of training around the country ranging from Gang Awareness, Gang Investigations, Gang Graffiti, Correctional Intelligence, Prison Gangs, Gangs and the Media Influence, Inmate Radicalization, Terrorism and many other specific gang topics .

I am also certified by the National Gang Crime Research Center and the Florida Gang Investigators Association as a Gang Specialist.

In December 1999, I created and became the Commander of Florida's first local Corrections Gang Unit called the Corrections Anti-Gang Enforcement (CAGE) Unit.

From 1999 to 2008, I was responsible for the day-to-day operations of the Office of Security Intelligence (OSI), which included the Corrections Anti-Gang Enforcement Unit, Graffiti Eradication Team, Inmate Surveillance Initiative as well as Homeland Security for the department.

After September 11, 2001, I was the first Corrections Official appointed to the Governor's Domestic Security Task Force and established and Co-Chaired the Orange County Corrections Terrorism Task Force.

Additionally, from 2005-2006, I had coordination responsibility for the Inmate Drug Testing Program and the Narcotics K-9 Unit.

From 1999 to 2008, I succesfully wrote, managed and administered 10 grants totalling more than a half million dollars to completely fund the above efforts, which allowed us to use little to no local tax dollars to do so. These grants were also firsts of their kind in Florida as no grant had ever been issued to a local Corrections agency to fund anti-gang or anti-terrorism efforts.

In 2005, the Orange County (FL) Mayor obtained national recognition by receiving an award from the National Association of Counties for my office's innovativeness and effectiveness.

In 2006, the CAGE Unit was chosen as the FGIA Corrections Gang Unit of the Year.

In 2006, CAGE Investigator D. McCune and in 2007, CAGE Classification Officer G. Waters were chosen as FGIA Corrections Gang Investigators of the Year.

In 2006, I was appointed to sit on the U.S. Department of Justice’s Global Justice Information Sharing initiative, which was established after 9/11 to develope national strategy and policy recommendations for the United States Attorney General.

National President - January 2006 to January 2009 - National Alliance of Gang Investigators' Associations, which represents approximately 20,000 Gang Investigators all over the United States and abroad.

Sergeant at Arms - International Latino Gang Investigators Association.

Chairman - Florida Intelligence Unit's Criminal Street Gang Committee.
