    A coup d’état worsens the political crisis in Honduras
    The Congress and the Army assume power in that country. In the first military coup in Central America since the end of the Cold War, the President of Honduras, Manuel Zelaya, was expelled from power by the Military and the Congress and taken to Costa Rica; an act which aggravated even more the political crisis originated by the efforts of the president to increase the presidential term limits.
    Yesterday at daybreak, soldiers took by storm the presidential palace in the capital of Tegucigalpa, disarmed the guards and arrested Zelaya, whom they placed on an airplane enroute to Costa Rica.
    Zelaya, a leftist aligned with Venezuelan President Hugo Chavez, denounced the action as illegal. Later, the Congress voted to remove him from office and they replaced him with the President of the Congress, Roberto Mecheletti. The reaction of the world leaders was to repudiate the actions in the Central American country, where yesterday Zelaya had proposed a referendum regarding his intentions to keep himself in power indefinitely.

    Campaign to discourage arms-smuggling is launched in Texas
    Federal authorities and arms manufacturers announce a public campaign directed at alerting purchasers about the risk of acquiring arms.
    Houston: Federal authorities and representatives of arms manufacturers announced a public campaign directed at alerting buyers about the risk of buying guns for others who would later smuggle them to Mexico.
    The campaign, “Do Not Lie For Someone Else,” was developed to awaken the public consciousness that buying arms for someone who cannot acquire them legally or someone who does not want to be associated with the purchase is a serious crime.
    As part of the campaign, the National Sport Shooting Foundation, made up of firearms manufacturers, will place in the area 71 signs advising those who purchase arm for others face the risk of going to prison.
    The signs, placed along the streets and highways of Houston will contain the warning, “Buy a Pistol for Someone Who Can Not and You Buy Ten Years in Prison.”
    Houston is considered to be one of the principal centers for acquisition of arms by Mexican narco-traffic organizations.
    According to the ATF, the Mexican drug cartels maintain extensive networks which purchase and distribute firearms.
    At the beginning of May the ATF sent 100 agents to Houston on a 120-day mission to dismantle the arms purchasing networks.
    Hundreds of arms acquired in Houston stores have been seized from kidnappers and murderers in Mexico. “The people who buy the guns in Houston have as much blood on their hands as the people who pull the trigger in Mexico,” said Dewey Webb, head of the Houston ATF office.
    Lawrence Keene, vice president of the National Sport Shooting Foundation said that his group would allot a half million dollars to support the campaign during the next months in Houston and would be extended to El Paso, Laredo, McAllen and Phoenix.

    EL SOL DE MEXICO – Mexico, D.F. – 06/26/09
    This Friday officers of the Federal Judicial Police came face to face with presumed hired assassins in San Jose Agua Azul in the municipality of Apaseo El Alto, Guanajuato near the Queretaro state line.
    According to first reports the shootout began at 10:00 a.m. and 12 dead and some 15 wounded are reported.
    In another incident, 2 more executed persons were found in Leon, together adding up to 14 deaths in the last 8 hours.
    Last Thursday a similar confrontation occurred that ended with the use of fragmentation grenades by the delinquents; there were no detentions in this case.

    CUARTO PODER – CHIAPAS – 06/26/09
    In a strong display of force 12 presumed members of the Golf Cartel were transferred to Tuxtla Gutierrez in this state.
    Based upon an anonymous report, officers of the State Preventive and Border Police identified a group of persons located in Barrio Cristobal Colon, located south of this city.
    By means of a rapid response operation they effected the detention of the presumed delinquents, who after detention identified themselves as members of the Golf Cartel. That caused uncertainty and alerted the officers, who therefore solicited backup and transferred the 12 presumed “Zetas” , the armed branch of the Cartel, along the Panamerican Highway.
    Troops of the military Region VII set up checkpoints at the entrances and exits at Comitan. The soldiers deployed in strategic places along the highway that connects Comitan with Altamirano, Las Margaritas, San Cristobal and to Guatemala.
    They also set up a checkpoint at El Carmelito, along the Panamerican in the municipality of Amatenango del Valle to inspect the vehicles which travel through there.
    On the Comitan/Las Margaritas route the soldiers applied the Federal Firearms Law to inspect the individuals. Long lines of vehicles have formed at the military inspection points.
    One of the largest checkpoints has been set up on the Comitan/
    San Cristobal route, is where most vehicular traffic is concentrated. The military presence at all of the entrances and exits at Comitan has caused commotion among the visitors.
    “The impact is tremendous. All of the vehicles are checked,” said Juan Diaz, resident of Motozintla, who arrived at Comitan to conduct some business.

    FRONTERA – International – 06/26/09
    The government of Peru extended the state of emergency for 60 days in two districts and three provinces of the jungle in view of the threats of narcotraffic and terrorism in these localities, according to a regulation published today in the national gazette.
    A definitive decree published in the official newspaper “El Peruano” specified that the state exception governs (takes place) beginning the coming July 1 in the districts of Cholon and del Monzon, as well as the province of Leonicio Prado, located in the department of Huanaco.
    Likewise, the state of emergency extended to the provinces of Tocache in the northeastern department of San Martin and the eastern department of Ucayali.
    The action signals that the measure owes to the fact that still exists in those localities situations contrary to internal order proceeding from the presence of narcotraffic mafias which operate in the zone with terrorist elements, according to Peruvian authorities. They also point out that constitutional rights referring to personal liberty and security, the inviolability of domicile and freedom of assembly and travel remain suspended.

    EL IMPARCIAL – Nogales, Sonora – 06/26/09
    Border Patrol officers were successful in seizing close to one and a half tons on marijuana upon finding an abandoned vehicle northwest of Nogales.
    Spokesmen for the Immigration Service revealed that officers assigned to patrol the Arivaca zone discovered an abandoned pickup which was hidden among some shrubs. When the officers approached the vehicle they observed several bundles of marijuana that totaled 60.
    They saw footprints around the vehicle that made them assume the drugs had been brought to the site by foot and left in the vehicle.

    ENTORNO A TAMAULIPAS – Cancun, Quintana Roo – 06/26/09
    The bodies of three executed persons were found this afternoon inside a station wagon abandoned on Avenida Tikal in this city. Although the authorities have not provided information regarding the case, it came out that inside the grey Jeep Liberty with plates from the state of Oaxaca, along with the bodies was found a message: “We are the new group “Mata Zetas (Zeta Killers) and we are against kidnapping and extortion and we are going to fight against them in all of the state for a cleaner Mexico,” the text warned.
    The male victims were handcuffed and their faces were covered in plastic bags fastened with industrial tape. Because the Judicial Police were not successful in opening the vehicle where it was found at about 5:00 p.m., it was transferred with the bodies inside to the installations of the Forensic Medical Services.

    EL INFORMADOR – Yahualica, Jalisco – 06/26/09
    Military personnel in the Municipality of Yahualica de Gonzalez Gallo, Jalisco detained a man who operated a synthetic drug laboratory in which two firearms were seized. A citizen’s report to the military led to finding of the place and detention of the man. Military personnel went to “Las Perras” ranch where they detained Francisco Rayas Villegas. 29 years old from the state of Michoacán, in possession of the synthetic drug with characteristics of “crystal”, along with two firearms.
    Continuing to search the site, the military personnel seized 100 kilos of “crystal and a Beretta 9mm pistol with clip and a 12 gauge shotgun.
    The seized goods along with the detainee were turned over to the Federal Public Ministry who will pursue the corresponding investigations and determine the judicial situation of the detainee.
